Guidelines & Responsibilities for Local Councils

  • The number of Young Authors’ entries your council may submit is determined by the number of members you have in NCRA, based on the previous year’s membership total or this year’s membership figure as of Dec. 1, 2013, whichever is greater.

Forever Young—no council can submit more than 50% of total submitted from young writers.

  • Without exception, each council may choose one “Council Favorite” that will bypass judging and be included in the state publication. The “must publish” choice adds one to the numbers above. The entry should be clearly marked as “Council Favorite.”
  • New councils (active for two years or fewer) can submit ten entries, even if the councils have fewer than 30 members.
  • Councils active for longer than two years must be in “good standing” (Check membership for details: 30 members, ten members who belong to the International Reading Association, three but only three of the ten IRA members must be council officers) to participate in the Young Authors’ Project.
  • Forever Young or adult entries do not count toward the number of entries outlined above, but no council’s total Forever Young entries may exceed 50% of the number submitted by younger writers. Adult entries should be judged at the local council level. Forever Young authors must be members of NCRA.

  • Any questions/concerns may be directed to Tonnye Fletcher at ncra.youngauthors@gmail.com.  When sending emails, please use “YA” somewhere in the subject line. When sending entries selected for the state Young Authors’ book as .doc or .docx, use “YA state winners from NAME of COUNCIL” in the subject line.
